In a significant move towards enhanced operational efficiency, the General Directorate of Taxes (DGI) hosted its 14th annual conference in Ouagadougou from November 26 to 27, 2025. Under the theme “Modernizing Document Archiving for DGI Performance: Challenges and Prospects,” this pivotal event brought together experts for 48 hours of intensive discussions. The outcome: the adoption of two critical resolutions and one strategic recommendation, all aimed at accelerating the institution’s document archiving transformation.
Over these two days, approximately 150 attendees engaged in a comprehensive panel discussion and two specialized workshops. These sessions delved into critical areas such as effective archiving policies, the inherent structural challenges in document management, and the transformative potential of digitalization in elevating DGI’s overall performance.

Concluding the extensive deliberations, participants put forth two pivotal resolutions. The first calls for proactively addressing the existing archive backlog through systematic document collection, sorting, preservation, and the elimination of obsolete records. The second resolution emphasizes securing the unwavering involvement and support of all DGI stakeholders, across every hierarchical level, to ensure the successful implementation of the modernization process.
A strategic recommendation
The primary recommendation centered on strengthening the archival personnel within the archives department. This reinforcement is deemed crucial for meeting the demands of modern, structured, and sustainable administrative document management.

Éliane Djiguemdé/Ouédraogo, the Director General of Taxes, highlighted two significant challenges facing the institution. These include the urgent need for standardization of existing archives, ensuring documents are meticulously classified according to established archiving standards. The second challenge involves navigating the crucial transition to digital, which necessitates the development of tailored solutions for rapid and highly efficient digital archiving.

She underscored the vital importance of structured archiving, particularly for bolstering land security. “When information related to a parcel of land is sought, documents must be impeccably organized to significantly reduce processing times,” she stated. “This is absolutely essential for us to respond effectively to the needs of our partners.”
Representing the minister, technical advisor Souleymane Nabolé commended the proactive approach adopted by the DGI. In his view, “the modernization of archiving transcends mere technical reform; it represents a profound act of national sovereignty.”

It’s worth noting that the DGI has already made significant strides in digitizing its services. This includes implementing teleprocedures, leveraging the SYC@D platform, utilizing the eDocument solution, and progressively automating various administrative processes to enhance operational flow.
