Gabon faces water crisis: FDS advocates for regulated truck distribution

The Democratic Socialist Front (FDS) has responded to the government’s declaration of a water state of emergency on July 1, 2026. While acknowledging the authorities’ commitment to curbing potable water trafficking, the party argues that abruptly halting tanker truck distribution could deepen supply shortages for households. Instead, it urges strict regulation over an outright ban.

Following the nationwide emergency declaration, the FDS issued a statement on July 2. The party, led by Anges Kevin Nzigou, recognizes the gravity of the crisis but questions key measures, including the seizure of 55 tanker trucks and the military’s takeover of water distribution and billing.

Why a sudden ban may backfire

The FDS strongly condemns illegal water trafficking, calling it a direct violation of citizens’ fundamental rights. However, it warns that eliminating the tanker truck system—a critical lifeline for many households—without adequate alternatives risks worsening water insecurity. This concern is particularly acute in Greater Libreville, where the conventional water network remains inadequate.

The party stresses that while irregularities exist, tanker trucks currently provide an indispensable stopgap solution amid recurring shortages. « Without fully operational substitutes in place, banning this distribution method could push more households into extreme water poverty», the statement cautions. It also raises concerns about entrusting water distribution and billing to defense and security forces, advocating for transparency and accountability measures if this approach is pursued.

A call for structured regulation

The FDS proposes a transitional framework to regulate tanker truck operators rather than imposing a blanket ban. Key recommendations include:

  • Establishing an official licensing system for distributors
  • Setting capped tariffs through consultations with stakeholders
  • Creating a monitoring mechanism involving local governments and civil society

The party also advises targeting fraudulent networks through targeted investigations rather than penalizing all operators and users collectively.

Investing in long-term water infrastructure

Beyond emergency measures, the FDS urges the government to prioritize structural solutions. It calls for accelerated investments to upgrade and modernize water production and distribution infrastructure.

The party emphasizes that crisis management must balance combating illegal practices with ensuring equitable water access. «The right to water cannot be sacrificed for poorly prepared measures. It requires a coordinated, inclusive response tailored to local realities», the statement concludes, signed by the party’s leadership.
