Ousmane Sonko says constitutional reform strengthens Senegal’s democracy and transparency

Dakar – Ousmane Sonko, president of the National Assembly, described the constitutional reform passed on Monday by the majority parliamentary group as one of the most truly consolidating reforms, as it advances both senegalese democracy and transparency in public administration.

“This constitutional reform is one of the most consolidating and allows us to take giant strides in perfecting senegalese democracy and transparency in public management,” he stated.

Sonko was chairing the plenary session that examined bill number 17/2026 for a constitutional revision, an initiative from the Pastef-Les patriotes parliamentary group.

The head of the parliamentary institution announced that the adopted text has been sent to the president of the republic for follow-up action.

“I will not invoke article 103. I will ask the president of the republic to promulgate this law, simply and purely, because the Constitutional Council’s decisions are binding on all public, administrative and political authorities — it simultaneously ensures adoption and approval,” he explained.

According to him, the vote on the bill marks the end of the adoption process for this important text.

Ousmane Sonko gave a historical overview of the revision process, which started several years ago.

“The amendments just integrated into the Constitution have gone through the entire political journey of our commitments,” he added.

“Dialogue is important, but it is not institutional. That dialogue existed,” Sonko said.

The president of the republic had wished to convene a political dialogue, which Pastef-Les patriotes attended along with many other political parties and organizations of all stripes, Sonko recalled.

He did not fail to congratulate the deputies who brought forward this constitutional revision proposal, “consistent with what emerged from the dialogue”.

Regarding the declaration of assets, the former prime minister assured that he would very soon carry out this exercise after leaving the head of government.

“I declared my assets as prime minister. I have three months to make another declaration upon leaving. And I will declare next week,” announced Ousmane Sonko.
