Benin and world bank unveil decade-long plan for jobs and human capital

Bénin and World Bank forge 10-year alliance to drive inclusive growth and human capital

The Government of Bénin and the World Bank Group have launched a groundbreaking 10-year Country Partnership Framework (CPF) aimed at fostering sustainable and inclusive economic growth in the West African nation. The initiative, unveiled in Cotonou, marks a significant milestone in the country’s development trajectory, bringing together national leaders, diplomatic partners, and international development stakeholders.

This CPF, spanning from 2026 to 2036, aligns with Bénin’s national priorities under its long-term vision, “Alafia Bénin 2060.” The framework is structured around three core pillars designed to address critical development challenges and unlock opportunities for future generations. These include:

  • Enhancing human capital: Strengthening nutrition, healthcare access, and vocational training to equip the workforce with the skills needed for a modern economy.
  • Expanding essential infrastructure: Improving connectivity, energy access, and public services to support economic activities and improve living standards.
  • Accelerating economic transformation: Fostering private sector growth through policy reforms, innovation, and investment to create sustainable jobs and drive productivity.

The partnership also integrates resilience-building initiatives under the Prevention and Resilience Program, aimed at reinforcing national stability, social cohesion, and adaptive capacity in the face of global challenges.

We are at a pivotal moment for Bénin, said Anna Bjerde, World Bank Group Managing Director of Operations. This collaboration reflects the bold vision of President Romuald Wadagni and his administration, and we are committed to translating this ambition into tangible outcomes for the people of Bénin. Investing in human capital and productive infrastructure is not just a pathway to growth—it is a promise to the youth and entrepreneurs who will shape the nation’s future.

Aristide Medenou, Bénin’s Minister of Economy, Finance, and Cooperation, emphasized that the CPF aligns seamlessly with national development goals, particularly in agriculture, private sector expansion, and youth employment. This framework is more than a roadmap—it is a catalyst for socio-economic transformation, resilience, and lasting prosperity, he noted. Our shared vision with the World Bank will unlock new opportunities for every citizen and secure a brighter future for generations to come.
