Bénin boosts education with 30 billion FCFA for inclusive 2026-2027 school year

In a decisive move to transform its education landscape, the Bénin government has announced a sweeping set of reforms aimed at fostering inclusion and modernizing the national school system ahead of the 2026-2027 academic year. During a high-level Council of Ministers meeting, authorities approved a landmark budgetary injection of nearly 30 billion West African CFA francs to support learners across all educational tiers—from primary schools to public universities.

This strategic financial commitment reflects a dual commitment: upgrading infrastructure while prioritizing equitable access, particularly for marginalized communities and technical education pathways.

Primary education expansion: feeding and protecting more children

The iconic school feeding program is being scaled up to reach an additional 500,000 pupils, bringing the total number of beneficiaries to 1.9 million. Daily hot meals will now be provided to children in rural and peri-urban areas, reinforcing school attendance and nutritional well-being. In parallel, a targeted emergency plan has been adopted for border regions facing security challenges, focusing on infrastructure upgrades and tailored support for teachers and students.

Secondary and vocational training: empowering girls and upgrading facilities

The government is placing a strong emphasis on gender equity and closing resource gaps in secondary and technical education:

• Tuition-free education: Girls enrolled in Technical and Vocational Education and Training (TVET) programs will now benefit from full tuition waivers, removing financial barriers to skill development.
• Classroom shortages addressed: 12,000 new student desks are being distributed to General Education Colleges (CEG) to accommodate rising enrollment, alongside the rehabilitation of girls’ high schools nationwide.

Higher education: financial relief and campus upgrades

The university sector is a major beneficiary of this investment, with several measures designed to ease the financial burden on students:

• Scholarship increases: University grant allocations have been raised by up to 49% depending on the field of study, complemented by higher back-to-school allowances and enhanced excellence scholarships for students pursuing studies abroad.
• Campus mobility boost: A fleet of 63 new buses will serve the four public universities—Université d’Abomey-Calavi, Université de Parakou, UNA Kétou, and UNSTIM Abomey—via intercity routes, improving access and connectivity.
• Health and well-being initiatives: University canteens and infirmaries are being fully rehabilitated, re-equipped, and staffed with qualified personnel to support student health and daily life.
• Disability inclusion: All newly enrolled students with severe disabilities at public universities will automatically receive scholarships to ensure equal opportunities.

Roadmap to full implementation

Ministries have been directed to finalize operational arrangements and ensure all measures are in place before the official start of the 2026-2027 academic year.
