Bénin moves forward with Senate formation as first members are named

The establishment of the Senate in Bénin is gaining momentum. A preliminary list of ex-officio members has been finalized by the government, marking a significant step in operationalizing this new legislative body.

High-profile figures designated for the upper house

This development follows the constitutional overhaul of November 2025, which introduced a bicameral system. The newly formed Senate will integrate several high-ranking former officials based on their previous service to the nation.

Among those set to join the upper house are former Presidents Nicéphore Soglo, Boni Yayi, and Patrice Talon. Their inclusion is a direct result of their past roles as heads of state. The list also features prominent figures from the National Assembly and the judiciary.

Former parliamentary leaders Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago are included in this first wave of members. Additionally, the Senate will welcome former Constitutional Court presidents, specifically Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon.

Legal framework for the new institution

The creation of the Senate stems from the revised Constitution adopted in late 2025. According to the framework established during the reform, the institution is composed of both ex-officio members and individuals designated through specific legal modalities.

To qualify as an ex-officio member, former presidents of the Republic, the National Assembly, and the Constitutional Court must have completed at least half of their respective terms. This structural change aims to utilize the experience of former high-ranking officials within the legislative process of Bénin.
