Through an urgent procedure on November 1st, a new constitution was adopted in Benin, introducing a “presidential ticket” where the President and a Vice-President are jointly elected. This electoral process will require an absolute majority of votes over two rounds.
Furthermore, the revised framework abolishes the death penalty, establishes a dedicated Court of Accounts, and enshrines the principle of affirmative action to enhance women’s representation in elections.
Parliamentary mandates for deputies are now restricted to three terms. Notably, deputies who previously vacated their seats for alternates are now granted the ability to reclaim their positions.
The existing constitutional provision from December 11, 1990, which limits the President to two consecutive terms, has been significantly reinforced: no individual may serve more than two presidential terms throughout their lifetime.
