Cooperation between Togo and France: €395 million invested, new priorities set for 2026

The Local Development Committee (CLD) convened on Friday, 5 June 2026 in Lomé to assess the partnership between Togo and France in sustainable and solidarity-based investment, while defining the main directions for cooperation from 2026 to 2028.

This dialogue framework brings together actors from the French team in Togo and Togolese partners, aiming to strengthen coordination of development actions in line with the country’s national priorities.

Progress in education, training and social cohesion

In recent years, several achievements have been recorded in education, training, territorial development, entrepreneurship and the strengthening of social cohesion.

In higher education, support for the creation of the Togo Polytechnic School and the awarding of 95 scholarships from the French government to Togolese students are among the major actions. The “Études en France” programme welcomed more than 8,200 individuals in 2025, with the opening of new Campus France spaces in Lomé and Kara.

The accredited French education network also saw strong growth, rising from 857 students four years ago to more than 2,500 learners today.

More than 17,000 beneficiaries in cultural and sports sectors

Initiatives supported in the cultural and creative industries reached more than 17,000 spectators, trained over 350 beneficiaries and accompanied 24 artistic residencies.

France also supported the creation of the National Agency for Training of Territorial Collectivities (ANFCT) as part of its backing for the decentralisation process in Togo.

395 million euros committed to essential sectors

The French Development Agency (AFD) committed nearly 395 million euros to several structuring projects in Togo.

These investments notably improved access to drinking water for more than 552,000 people and access to electricity for approximately 125,000 beneficiaries. They also contributed to the modernisation of 49 technical and vocational training centres.

More than 600 kilometres of rural roads were built or rehabilitated, benefiting over 500,000 agricultural producers.

Three priorities for 2026-2028 cooperation

For the next three years, the French team intends to continue its support around three major axes: support for inclusive growth that creates jobs; improved access to essential infrastructure and services; and strengthening governance, human rights and social cohesion.

Special attention will be paid to youth employability, private sector development, entrepreneurship, and strengthening local governance dynamics.

The Local Development Committee also reaffirmed the importance of cross-cutting priorities such as gender equality and reinforced support for the Savanes region.

Through this dialogue framework, France reaffirms its commitment alongside Togo to promote solidarity-based, inclusive and sustainable development, complementing other technical and financial partners.
