A French national has been held in a Senegalese prison since February 14, following an arrest related to alleged unnatural acts and multiple charges including money laundering, conspiracy, and attempted transmission of HIV. The detention comes amid a broader crackdown on presumed homosexual activities in the country, where same-sex relationships are widely condemned.

Legal consequences and political context

In March, Senegal toughened its laws, increasing penalties for same-sex relations to up to ten years imprisonment. The move reflects deep-rooted societal and religious opposition, as well as political motivations, with authorities framing it as a defense of traditional values. Earlier this year, a young Senegalese man was sentenced to six years in prison after being caught in an intimate encounter with another man in the outskirts of Dakar.

The French government has expressed serious concerns over the situation. “Our embassy in Dakar is closely monitoring the case of our compatriot,” a diplomatic source confirmed. “Our consulate has conducted four visits to ensure consular protection, maintaining constant contact with both the detainee and his family.” Officials in Paris have also reiterated France’s unwavering commitment to universal human rights and the fight against discrimination based on sexual orientation.

International condemnation and human rights implications

The United Nations High Commissioner for Human Rights, Volker Türk, strongly criticized the legislation during its adoption by President Bassirou Diomaye Faye, calling it a “blatant violation of fundamental rights.” Senegal’s predominantly Muslim society has historically opposed LGBTQ+ rights, and recent legal changes have intensified scrutiny and punishment for such acts.

French diplomatic representatives have repeatedly emphasized the country’s stance against such repressive measures. “France firmly upholds the universality and indivisibility of human rights,” a foreign ministry spokesperson stated. “We remain dedicated to the global decriminalization of homosexuality, the protection of LGBTQ+ individuals, and combating discrimination based on sexual orientation and gender identity.”
