Sebta’s position as a key gateway between North Africa and Europe makes it a prime target for jihadist groups. Security forces in the enclave have intensified efforts to counter these threats, with multiple arrests made in recent weeks. The latest counterterrorism operation revealed a sophisticated web of online radicalization, where digital propaganda and recruitment efforts posed a new challenge for authorities.

From drug money to terror plots

Investigations uncovered that the financing of several terror cells operating in Sebta originated from the same criminal networks fueling drug smuggling. Moroccan security services have been instrumental in tracking these financial flows, preventing extremist groups from gaining a foothold in the region.

Key statistics on counterterrorism efforts

Between 2012 and mid-2026, Spanish authorities conducted 458 counterterrorism operations nationwide, leading to the arrest of 816 individuals linked to jihadist activities. In Sebta alone, 19 operations resulted in 40 arrests during the same period. In the first half of 2026, 37 operations were carried out across Spain, with 68 suspects apprehended—many of whom had ties to international networks.
