Morocco and Benin strengthen ties with 14 landmark agreements in Cotonou

Diplomatic relations between the Kingdom of Morocco and the Republic of Benin have reached a pivotal milestone. On Tuesday, July 21, 2026, high-level delegations from both nations convened in Cotonou to assess progress and formalize a robust partnership through the signing of 14 strategic agreements. This landmark pact underscores a shared commitment to fostering solidarity, efficiency, and mutual growth.

Strengthening justice, security, and legal sovereignty

The security and judicial framework forms the backbone of this 7th bilateral session. Three pivotal conventions were ratified to combat transnational crime and streamline legal procedures: an agreement on mutual judicial assistance in criminal matters, a treaty on extradition, and a framework for the transfer of convicted individuals. Complementing these, a dedicated security cooperation accord was inked, complete with a financial protocol for civil protection initiatives. Additionally, joint action plans in the justice sector were updated to reinforce institutional stability and safeguard citizens of both nations.

Investing in human capital and key industries

Education, vocational training, and youth development remain central to this bilateral roadmap. The academic scholarship framework, which includes internships and expertise exchanges, has been extended through 2029, alongside a vocational training convention. New avenues for cooperation in higher education, scientific research, and innovation have been opened, further strengthened by a memorandum of understanding focused on sports and athletic training.

Economic, environmental, and sector-specific collaborations also feature prominently. A mutual administrative assistance accord in customs matters was signed, alongside a protocol on food safety cooperation. Tourism and sustainability efforts received attention as well, with an agreement to jointly promote tourism and a memorandum dedicated to ecological transition and sustainable development.

These structured accords reaffirm the strong Rabat-Cotonou axis, paving the way for deeper regional integration aimed at benefiting both populations.
