The Niger Health Common Fund, established in 2006, has mobilized over 91 million euros to support health policies in Niger. A recent evaluation by the French Development Agency (AFD) highlights its effectiveness and suggests key areas for improvement.

Origins and Objectives of the Health Common Fund

The Niger Health Common Fund was launched in response to the country’s structural underfunding in the health sector. Originally initiated in 2005 by the Niger Ministry of Public Health, with support from the Agence française de développement (AFD) and the World Bank, it became operational in 2006. Today, the fund brings together six major donors and has mobilized 91 million euros between 2015 and 2019.

The fund’s primary goal is to enhance the health of Niger’s population, with a particular focus on women and children, by supporting the implementation of the country’s Health Development Plan (PDS). By pooling resources from international partners, it strengthens the government’s ability to deliver healthcare services nationwide.

Key Findings from the AFD Evaluation

The evaluation, conducted using a participatory approach, involved stakeholders from the Ministry of Health at both central and regional levels, as well as all partner organizations. Its findings underscore the fund’s growing relevance and adaptability over time.

One of the fund’s strengths is its ability to align with partners’ priorities while adhering to aid alignment principles. It has also fostered strategic dialogue between the Ministry and its partners, though coordination among them still requires enhancement.

The evaluation highlights the fund’s efficiency, particularly its robust financial management, which has led to a threefold increase in budgets in 2018–2019 compared to previous years. It has introduced clear, universally adopted procedures and strengthened the Ministry’s financial management capacities. Additionally, it serves as a reliable and predictable funding source for regional health departments, enabling them to finance their annual activity plans.

Areas for Improvement

Despite its successes, the evaluation identifies significant weaknesses, particularly in monitoring financing, implementation, and outcomes. These gaps hinder the ability to assess the effectiveness of targeted interventions. The evaluation also points to broader issues, such as the overly top-down nature of PDS planning and the inadequate quality of its monitoring and evaluation systems.

« The Niger Ministry of Public Health, in collaboration with technical and financial partners, established the Health Common Fund in 2005 to align partner actions with national priorities, harmonize their interventions, and ensure the predictability and stability of international aid. »

The AFD-led evaluation revealed overwhelmingly positive results, reinforcing partner confidence in the Ministry of Health. While the fund has demonstrated tangible achievements, it requires further adjustments—particularly in communication, programmatic aspects, monitoring, and evaluation—to enhance transparency and showcase its impact in relation to the resources mobilized. »
