Dakar — The Prime Minister of Senegal, Ousmane Sonko, has sounded the alarm on the deteriorating state of the country’s market infrastructure, many of which were built over five decades ago. During a high-level briefing, he highlighted the severe security risks plaguing these commercial hubs, noting that between 2013 and 2024, 53 markets nationwide were ravaged by fires.
The Prime Minister emphasized the urgency of the situation, pointing to outdated designs, inadequate sanitation, and structural vulnerabilities that compromise both safety and economic activity. To address these challenges, he announced the Market Modernization and Management Program (PROMOGEM), backed by a strategic five-year plan running from 2025 to 2029.

The PROMOGEM initiative outlines a comprehensive restructuring of 528 existing markets and the construction of 67 new, state-of-the-art facilities. This bold endeavor aims to modernize Senegal’s market network from coast to coast, ensuring greater efficiency, safety, and accessibility for traders and consumers alike.
In his address, Sonko underscored the need for institutional reform within PROMOGEM to enhance its administrative and financial independence. This includes a dedicated budget allocation of 57.5 billion CFA francs over four years, drawn from the national public investment plan, to fund critical upgrades and new developments.
