Un calls for consensus and protection of freedoms in drc national dialogue

During a session at the United Nations Security Council, the head of MONUSCO, James Swan, delivered a firm political message directed at the leadership in Kinshasa. He called upon all Congolese stakeholders to reach an agreement on the framework for an inclusive national dialogue. Central to his appeal was the urgent need to safeguard the civic space and uphold fundamental rights, particularly the freedoms of assembly and expression, to ensure that all participants can operate within a secure and peaceful environment.

This diplomatic intervention occurs amidst a period of intense domestic friction. The Democratic Republic of Congo is currently grappling with deep divisions regarding proposed constitutional reforms. These tensions were recently exacerbated when the headquarters of the CENCO were targeted by supporters of the ruling power in Kinshasa, highlighting the fragile state of political discourse.

Regarding the country’s security architecture, the UN representative noted several positive developments. He highlighted the establishment of a national commission dedicated to overseeing reforms within the security sector. Additionally, a comprehensive national security policy—the first of its kind for the nation—is currently being finalized under the leadership of the presidency.
