Bénin interior minister Djibril Mama Cisse bolsters security during northern tour

Interior and Public Security Minister Djibril Mama Cisse continued his security tour on Tuesday, 23 June 2026, visiting the cities of Kandi and Parakou in northern Bénin.

Accompanied by a delegation, the minister inspected several key security installations: the base of the Special Multipurpose Intervention Group (GSPI) in Kandi, the departmental civil protection agencies of Alibori and Borgou, the Mobile Intervention Company of the Republican Police in Parakou, and the departmental directorate of interior and public security in Parakou. The tour aims to assess ground realities in internal security to better refine strategies and plans for the public security sector across Bénin.

“I want my presence here to be seen as my willingness to listen. I have come to listen to you,” the minister said as he opened discussions with police officers of all ranks and categories gathered at the GSPI base in Kandi. In both Parakou and Kandi, he encouraged open dialogue so that everyone could express the difficulties they face — issues that, if resolved by the hierarchy and the government, could improve the effectiveness of actions and the efficiency of resources.

Among the concerns raised were career management, promotions, the duration of postings in high-risk areas, lack of motivation, insufficient or absent risk premiums, a shortage of specialists, and inadequate human resources. Other problems highlighted included the absence of GSM networks in certain localities, sabotage of communication pylons, and insufficient protection for some police stations.

In response, the director general of the Republican Police, the secretary general of the ministry, and other delegation members outlined ongoing projects to address some of the issues, current reflections, and potential solutions — particularly those related to the career progression of officers.

Minister Djibril Mama Cisse commended the security forces on behalf of the government and its head, praising their bravery and spirit of sacrifice. He noted that thanks to them, Beninese people can go about their daily activities in peace and tranquillity. “It is thanks to you that the Republic stands tall,” he declared.

“I did not come to make promises. But we must meet the challenges,” he added. Djibril Mama Cisse called on all components of the public security forces to engage fully. Resolving the issues raised will be the government’s priority to ensure Bénin remains safe and continues its development without hindrance.
