Boosting Cameroon’s voter registration: a call for innovative incentives

As the annual revision of electoral rolls concluded on August 31, 2026, a critical assessment of voter engagement emerges. These operations, which commenced on January 2, 2026, in accordance with the electoral code, aimed to integrate new voters, including those reaching the voting age of 20 and citizens who had never previously registered.

Despite extensive public awareness campaigns orchestrated by various stakeholders in the electoral process, there has been a noticeable lack of enthusiasm among eligible citizens to register. This trend stands in stark contrast to previous years, particularly ahead of the highly anticipated presidential election, which typically sees a surge in registrations across Cameroon.

One might have anticipated a sustained momentum for electoral list registrations, especially with legislative and municipal elections on the horizon. These polls, initially slated for the first quarter of 2025, faced two postponements and are now provisionally scheduled for February 2027. This period represented what was, in principle, the final chance for unregistered citizens to enroll before these crucial legislative and municipal contests, should they proceed as now planned under the electoral code.

However, the aftermath of the recent presidential election, marked by widespread challenges to official results and subsequent post-electoral unrest that reportedly led to dozens of fatalities, appears to have significantly deterred potential new voters from engaging in the registration process.

While millions of eligible Cameroonians are already on the electoral rolls, a substantial number remain unregistered, according to electoral analysts and experts. They emphasize that the registration rate, distinct from voter turnout or participation, still has considerable room for improvement.

Key players in the electoral landscape, including Elections Cameroon (Elecam) and various political parties, acknowledge this challenge. Consequently, they are actively engaged in grassroots efforts to encourage eligible citizens who have not yet registered to enroll on the voter lists.

To further boost registration, it is proposed that facilitating measures be adopted to motivate citizens to register, all while respecting their fundamental freedoms. This could involve offering specific social advantages to registered voters, without imposing additional financial burdens on the state. Such incentives might include streamlined access to certain administrative documents or preferential consideration for public sector employment. Ultimately, numerous viable options exist, provided there is sufficient political will to implement them.
