Chad secures over 24 billion FCFA from China for diverse development initiatives

Chad has successfully secured new financial backing from China. Two significant grant agreements, collectively valued at 300 million yuan – equivalent to approximately 44 million US dollars and more than 24 billion FCFA – were formally signed on Thursday, August 20, in N’Djamena. These funds are designated to bolster crucial infrastructure projects, foster social development, advance digital technologies, and support vital training programs.

The two agreements allocate 100 million and 200 million yuan, respectively. Signatories included Tahir Hamid Nguilin, Chad’s Minister of State for Finance, Budget, Economy, Planning, and International Cooperation, and Wang Xining, the Chinese Ambassador to Chad. The Chadian Ministry of Finance explicitly confirmed that these allocations are grants, not loans. This distinction is paramount, ensuring that the 300 million yuan committed will not add any new debt burden to the nation’s financial obligations.

A key aspect highlighted by N’Djamena is the immediate availability of these resources. The Chadian government intends to channel the funds into projects spanning infrastructure development, social programs, digital technology integration, and professional training. Minister Tahir Hamid Nguilin affirmed, “The two grants, for 100 and 200 million yuan respectively, are immediately mobilizable.” He further emphasized that particular attention would be given to initiatives directly benefiting the populace, with a special focus on youth and women.

From infrastructure to digital advancements

The announced scope for these funds is notably broad. Ambassador Wang Xining clarified that China’s assistance aims to contribute to the financing of essential infrastructure and social projects, while also supporting the expansion of digital technologies and the enhancement of skills. As of now, specific projects have not been publicly linked to either of the two financial envelopes, nor has the precise allocation of the 300 million yuan across different sectors been detailed. The practical application of these resources will become clearer as selected projects are identified and subsequently implemented. This commitment represents a significant opportunity: over 24 billion FCFA is now available for investments without the need for additional borrowing.

This latest financial package complements another Chinese contribution provided just weeks prior. On July 7, Beijing and N’Djamena finalized a 2 million dollar grant, approximately 1.2 billion FCFA, specifically aimed at flood prevention and management. This earlier funding was intended to bolster Chad’s response capabilities following several exceptionally destructive flood events. In 2024, humanitarian data indicated that floods had impacted around 1.9 million individuals, resulted in 576 fatalities, and devastated more than 432,000 hectares of agricultural land.
