Parliamentarian Thierno Alassane Sall has come forward, asserting that a confidential document dated August 26, 2024, bearing the signature of former Energy Minister Birame Souleye Diop, serves as undeniable evidence of systemic failures at the highest levels of government. In a statement widely circulated across his social media platforms, the president of the République des Valeurs party declared this confidential note from August 2024 to be “irrefutable proof of a state lie.”
 
Sall contends that the head of government was made aware of the irregularities surrounding the management of the Senegalese Rural Electrification Agency (ASER) at an early stage. In his communication, the deputy emphasized that “Ousmane Sonko’s responsibility is now overwhelming,” further clarifying that “the document, which has been circulating for several days, confirms that the Prime Minister was informed as early as August 2024 about the alleged diversion of the startup advance, a portion of which was visibly used to pay SONAC premiums, according to the minister.”
 
The prominent deputy expressed strong criticism regarding the administration’s response to the warnings issued concerning this matter, prior to any intervention by financial partners or regulatory bodies. In his written statement, Thierno Alassane Sall posed a pointed question: “Not only did Prime Minister Sonko disregard this alert, but he orchestrated an ‘Omerta’ by declaring ‘zero ASER scandal.’ To cover for whom?”
 
Furthermore, the parliamentarian highlighted that the leak of this correspondence “reinforces the legal qualification of criminal association, as targeted by the Financial Judicial Pool.” He concluded by stating that “this affair represents a crucial test for both the justice system and the commitment to ‘Jub Jubal Jubbanti’ proclaimed widely by the executive branch.”
