High-level franco-moroccan talks to boost strategic partnership

French Prime Minister Sébastien Lecornu arrived in Rabat today at the helm of a twelve-member ministerial delegation to co-chair the 15th Franco-Moroccan High-Level Meeting (HLM), a pivotal event set to reinvigorate the strategic alliance between France and Morocco.

The delegation includes key figures such as Interior Minister Laurent Nunez, Defense Minister Catherine Vautrin, Economy Minister Roland Lescure, Agriculture Minister Annie Genevard, and Foreign Affairs Minister Jean-Noël Barrot, alongside ministers overseeing overseas territories, culture, transport, vocational education, and digital transformation. Also present are delegates for artificial intelligence, foreign trade, and Francophonie matters, along with senators Christian Cambon and Karim Ben Cheikh, who will engage with Morocco’s parliamentary leadership.

Advancing bilateral cooperation in critical sectors

The high-level gathering, hosted at Morocco’s Ministry of Foreign Affairs with both heads of government in attendance, represents the resumption of a bilateral dialogue mechanism established in 1997. The last session took place in Paris in December 2019, and this year’s meeting comes on the heels of the enhanced exceptional partnership agreed upon by King Mohammed VI and President Emmanuel Macron in October 2024.

Discussions will center on a wide array of priorities, including internal security, combating irregular migration, organized crime, drug trafficking, cultural exchanges, agricultural development, infrastructure projects, water resource management, administrative modernization, artificial intelligence, and defense industries. Notably, preparations for the 2030 FIFA World Cup will also be addressed.

Economic and infrastructure commitments

Economic collaboration will feature prominently, with ongoing projects such as the expansion of Safran Electronics & Defense’s industrial site and Alstom’s new production facility in Fès. These initiatives underscore the depth of commercial ties between the two nations.

The agenda includes bilateral discussions at the prime ministerial level, sector-specific ministerial meetings, a plenary session to align on shared priorities, and a concluding synthesis presented by the foreign affairs ministers.

Landmark agreements and future framework

The summit is expected to conclude with the signing of around fifteen agreements spanning strategic domains such as decentralized cooperation, the Rabat regional express rail network, water management, development in the Casablanca-Settat region, civil aviation, cinema, artist residencies, and the integration of Arabic language and history-geography curricula within France’s educational system.

Beyond immediate deliverables, the meeting marks a significant step toward finalizing a future bilateral treaty between France and Morocco. This framework aims to cement long-term collaboration, setting the stage for the upcoming state visit of King Mohammed VI to France.
