Kiev dismantles Moscow’s unfounded claims on Congo support

Accusations surfaced in Bujumbura when Russia’s Foreign Minister Sergueï Lavrov alleged that Ukraine backs the M23 rebellion in the Democratic Republic of the Congo. The group has seized vast territories in North and South Kivu, eastern DRC, intensifying regional instability.

The Ukrainian response was swift and unequivocal. Officials dismissed Moscow’s claims as deliberate disinformation aimed at distorting diplomatic efforts in the Great Lakes region. « Lavrov’s assertions linking Ukraine to the M23 lack any factual basis and constitute a deliberate attempt to mislead. We categorically reject and refute these baseless accusations. Our stance is clear and leaves no room for misinterpretation. »

Moscow’s tactics mirror its own regional interference

Ukraine didn’t stop at denial. The Ministry of Foreign Affairs turned the accusations back on Russia, highlighting Moscow’s direct involvement in African conflicts. Officials emphasized that while Ukraine remains an external actor in Africa, Russia actively fuels instability by arming militant groups, violating international sanctions, and recruiting African fighters for its war in Ukraine.

Ukraine does not interfere in African conflicts. Russia, however, does—by arming factions, stoking unrest, and recruiting combatants from African nations to fight in its illegal war against Ukraine. The contrast in accountability is stark.

Analyst Heorhii Tykhyi noted that this strategy is part of a long-standing Russian tactic. He described it as a diversionary maneuver to deflect attention from critical issues by fabricating accusations against others.

It’s nothing new for Moscow to accuse others of actions it itself perpetrates. The goal is transparent: undermine U.S.-led mediation efforts in the Great Lakes and divert focus from its own destabilizing actions that obstruct peace processes. Ukraine connects the Congolese conflict to the broader war in Europe, exposing Russia’s double standards.

These cross-accusations underscore the geopolitical layers of the Congo crisis, where global powers compete to shape narratives on responsibility and foreign influence. By rejecting Russia’s claims, Ukraine seeks to reinforce its credibility among African and international partners, affirming its neutrality in DRC’s armed confrontations. Meanwhile, Moscow persists with its accusations, deepening a diplomatic rivalry that now extends beyond the Russia-Ukraine war.

DRC advocates diplomacy at the UN amid escalating tensions

Despite the war of words, the Democratic Republic of the Congo (DRC) maintained its diplomatic stance. As the rotating president of the UN Security Council for the month, Kinshasa condemned the ongoing conflict in Ukraine during a July 9 session chaired by Zénon Mukongo Ngay. The DRC highlighted the humanitarian toll of the war and reiterated that military solutions only prolong suffering.

In a region scarred by its own conflicts, the DRC urged all parties to uphold international law, protect civilians, and prioritize de-escalation, dialogue, and mediation. The government reaffirmed its support for credible peace initiatives that align with the UN Charter, emphasizing the need for justice, sustainability, and regional stability.

Peace efforts stall as violence persists in eastern DRC

This diplomatic standoff occurs against a backdrop of regional fragility. A year after the Washington Agreement was signed at the ministerial level, its implementation has stalled due to conflicting interpretations by Kinshasa and Kigali, further delaying progress.

The security and humanitarian situation in eastern DRC continues to deteriorate. Despite repeated evaluations, violence escalates, particularly in areas under AFC/M23 control, prolonging the suffering of local populations.
