Moroccan parliamentary diplomacy gains momentum under Talbi Alami

The 11th legislative term has marked a significant evolution in Morocco’s parliamentary diplomacy, as emphasized by Rachid Talbi Alami, Speaker of the House of Representatives, during the closing of the second session of the 2025-2026 legislative year.

In a keynote address, Talbi Alami underscored that Morocco’s diplomatic strategy has been anchored in a rigorous political and diplomatic framework, particularly in addressing the Sahara issue. He described this dossier as the cornerstone of Moroccan parliamentary diplomacy and the primary benchmark guiding the Kingdom’s international partnerships.

UN resolution 2797: a pivotal moment for the Sahara dossier

Talbi Alami highlighted the adoption of UN Security Council Resolution 2797 on July 31, 2025 as a decisive turning point in the international handling of the Sahara dispute. He noted that the resolution reinforced Morocco’s position by acknowledging the historical reality of the region and bolstered international support for the Kingdom’s historical rights over its southern provinces.

Parliamentary diplomacy amplifies royal initiatives

The Speaker of the House also outlined how the Chamber of Representatives has worked to enhance Morocco’s international and African standing. He cited two major initiatives spearheaded by the Royal Palace: one aimed at African Atlantic coastal states and another designed to facilitate access to the Atlantic Ocean for landlocked African nations.

Talbi Alami further emphasized Morocco’s commitment to advancing causes such as peace, coexistence, and environmental protection, pointing to the Kingdom’s active role in organizing high-level international conferences and forums. These gatherings have resulted in the adoption of eleven key international parliamentary documents, including several global declarations, during the current legislative term.

Strengthening partnerships and Morocco’s global presence

Stressing the need to build on these achievements, Talbi Alami called for consolidating Morocco’s presence within multilateral parliamentary organizations and expanding bilateral cooperation through the signing of conventions and hosting forums. Such efforts, he argued, would foster sustainable partnerships and mutual trust.

He also highlighted the role of international cooperation programs in enabling the Chamber of Representatives to engage in knowledge exchange with leading parliaments, share best practices, and promote Morocco’s democratic model. The institution, he noted, stands out globally for having developed and published practical guides and reference documents on parliamentary action through comparative analysis.
