French prime minister’s diplomatic mission to strengthen ties with Morocco

Sébastien Lecornu’s first international tour as Prime Minister

French Prime Minister Sébastien Lecornu is set to embark on his inaugural foreign trip since assuming office. His agenda includes a significant stop in Rabat, where he will engage in high-level talks aimed at deepening bilateral cooperation between France and Morocco.

Key meetings and diplomatic priorities

Lecornu’s two-day visit to Morocco on July 15 and 16 follows a brief stop in Doha to pay respects to the late Emir of Qatar, Sheikh Hamad ben Khalifa al-Thani. In Rabat, he will be joined by a delegation of French ministers, including the Foreign Affairs and Interior ministers, for discussions with Morocco’s Prime Minister Aziz Akhannouch.

Restoring diplomatic harmony

The visit marks a significant step toward consolidating relations between Paris and Rabat, which have significantly improved since French President Emmanuel Macron’s recognition of Morocco’s sovereignty over the disputed Western Sahara region in mid-2024. This decision strained France’s ties with Algeria but paved the way for a new chapter in Franco-Moroccan relations.

Economic, security, and defense agreements

The visit will feature a series of official ceremonies, including a wreath-laying at the royal mausoleum and a bilateral meeting between the two governments. The agenda includes the signing of multiple agreements covering economic cooperation, security collaboration, migration policies, and defense initiatives.

Sébastien Lecornu will also attend an official lunch hosted by King Mohammed VI, further underscoring the importance of this diplomatic engagement.

Addressing shared challenges

Discussions will also focus on regional security concerns, particularly the issue of Franco-Moroccan cooperation in combating terrorism and organized crime. Interior Minister Laurent Nuñez is expected to meet with his Moroccan counterpart, Abdelouafi Laftit, to address ongoing cases, including the potential extradition of a Franco-Moroccan national suspected of a 2019 murder in Paris.

A potential royal visit to Paris

The highlight of these discussions could be the announcement of a state visit by King Mohammed VI to France, aimed at signing a landmark partnership treaty. While the exact date remains undisclosed, the proposal was formally introduced by the two countries’ foreign ministers in late May. The last visit by the Moroccan monarch to France took place over two decades ago, in March 2000.

Strengthening Maghreb ties

With Algeria’s relations with France remaining fragile, Morocco has emerged as Paris’s key partner in the Maghreb. The shift in diplomatic strategy reflects France’s growing focus on strengthening ties with Rabat, particularly in light of recent geopolitical developments in the region.
