Twenty years since its last publication, Gabon has proudly launched a new National Human Development Report (RNDH). This significant document, titled « Jeunesse, Employabilité, Entrepreneuriat et Développement Humain au Gabon » (Youth, Employability, Entrepreneurship, and Human Development in Gabon), represents a pivotal step in realizing the vision championed by President Brice Clotaire Oligui Nguema for the nation’s progress.
The official restitution workshop for this crucial report convened at the Complexe Hôtelier de la Sablière. The event was meticulously organized under the guidance of the Ministry of Planning and Foresight and the Directorate General of Foresight (DGPRO), receiving vital support from UNDP Gabon.
This high-profile ceremony saw Hermann Immongault, Vice-President of the Government, presiding over the proceedings. Alexandre Barro Chambrier, Vice-President of the Republic, attended as the distinguished guest of honor. The gathering also included various government ministers, representatives from national institutions, local elected officials, technical and financial partners, leading experts, private sector stakeholders, and numerous youth organizations, underscoring the broad national interest in Gabon’s human development.
The National Human Development Report (RNDH) stands at the forefront of Gabon’s national priorities. It aligns seamlessly with Pillar 2 of the Head of State’s overarching societal program, which focuses on economic growth, social equity, and sustainable human development. Furthermore, the RNDH integrates with the National Growth and Development Plan (PNCD), the Sustainable Development Goals (SDGs), and the ambitious Agenda 2063.
Professor Giscard Assoumou Ella, an esteemed Associate Professor in Economics and Director of LABAT at Omar Bongo University, was instrumental in crafting this report. Its creation involved an inclusive and comprehensive process, encompassing extensive data collection, thorough field surveys, and a validation workshop held on June 16, 2026, at the DGPRO.
The session commenced with impactful video testimonials from young entrepreneurs and job seekers, powerfully highlighting the central challenge: effectively transforming Gabon’s demographic dividend into a robust engine for national growth.
Rethinking how development is measured
In their respective addresses, Louise Pierrette Mvono, Minister of Planning and Foresight, and Mme Rokya Ye-Dieng, UNDP Resident Representative, both emphasized a critical paradigm shift. They articulated that Gabon’s development would no longer be solely defined by its Gross Domestic Product (GDP) but would now comprehensively incorporate quality of life, equity, and universal access to opportunities for all citizens.
Ephraïm Magnaga Nganga, Director General of Foresight, presented the key findings of the report before its official handover to the two Vice-Presidents. Subsequent discussions delved into concrete strategies and actionable pathways, further enriched by inspiring accounts from entrepreneurs who shared their journeys to motivate the youth.
The imperative is clear: to firmly embed the RNDH’s insights into national planning, translate its recommendations into specific sectoral policies, and ensure rigorous, ongoing monitoring. The ultimate goal remains to convert these recommendations into tangible actions that foster youth employment, enhance training opportunities, and stimulate entrepreneurship across Gabon.
With the introduction of this new RNDH, Gabon gains a powerful strategic tool. It is an instrument designed to guide the nation towards a more equitable, human-centric, and forward-looking growth model.
