Central to the negotiations was the transformation of Gabon’s manganese industry. As one of the world’s leading manganese producers, the country aims to halt raw ore exports by 2029. Instead, Libreville plans to build a robust domestic processing industry, creating significant added value and local employment opportunities.

Defense collaboration also took center stage, with plans to renew the military partnership between Gabon and France. A key topic involved the future of Camp de Gaulle, Gabon’s long-standing French military base. Over recent years, France has significantly downsized its military footprint in Gabon, reducing troops from approximately 1,200 to fewer than 100 as part of a broader strategic realignment across Africa.
