The Committee for Public Policy Evaluation (CEPP) is specifically tasked with structuring, conducting, and monitoring parliamentary assessments of public policies. Its core mission is to enhance the oversight of public action and boost the effectiveness of implemented policies.

The Senegalese National Assembly has made a significant stride in bolstering parliamentary scrutiny. On Friday, August 21, 2026, deputies convened for the inaugural meeting of the Committee for Public Policy Evaluation (CEPP). This crucial gathering focused on the committee’s official establishment and the election of its Bureau members.

This formal launch marks an important milestone in Senegal’s parliamentary landscape. Envisioned since the constitutional revision of 2016, the evaluation of public policies is now fully operational within the National Assembly. The CEPP’s mandate includes organizing, leading, and overseeing parliamentary evaluations of public policies, thereby strengthening the monitoring of state actions and ensuring greater efficiency in implemented strategies.

Composition of the public policy evaluation committee

The committee brings together several key parliamentary figures: the President of the National Assembly, the presidents of the various parliamentary groups, the representative for non-affiliated deputies, and the chairs of the 14 permanent commissions. Additionally, nine other deputies and their alternates are part of the committee. These members are selected proportionally from the officially constituted parliamentary groups, with due consideration given to proposals from non-affiliated deputies.

Following this initial meeting, the CEPP Bureau was formally established. Ousmane Sonko, who also serves as the President of the National Assembly, has taken on the crucial role of its president. He is supported by Mohamed Sall, designated as the First Vice-President, and Djimo Souaré, appointed as the Second Vice-President. Béatrice Germaine Faye assumes the position of First Secretary, while Adama Diallo has been named Second Secretary.

Through the establishment of this vital committee, the National Assembly aims to give concrete form to parliamentary evaluation of public policies, significantly reinforcing its oversight capabilities over governmental actions.
