The Russian Embassy in N’Djaména marked Russia Day, emphasizing the deepening bilateral cooperation between the two nations, particularly in education and security sectors.
Diplomatic momentum builds between Moscow and N’Djaména
Vladimir Sokolenko, Russia’s Ambassador to Chad, highlighted during celebrations that Russian-Chadian relations continue to strengthen against a backdrop of traditional friendship and equal partnership benefiting both populations.
The Russian leadership praised Chad‘s commitment to social progress and sovereignty enhancement under President Mahamat Idriss Déby Itno. Diplomatic exchanges have intensified, with Russian President Vladimir Putin extending an invitation to the October Russia-Africa Summit in Moscow. This follows the Chadian leader’s official visit to Russia in January 2024, where the two heads of state held productive bilateral talks.
High-level engagements shape partnership
In June 2024, Russian Foreign Minister Sergey Lavrov made his first diplomatic visit to N’Djaména in six decades, engaging with Chadian officials on strengthening bilateral relations. Their September meeting on the sidelines of the UN General Assembly’s 80th session further solidified commitments to deepen cooperation across multiple domains.
The recently updated political consultation protocol between the two foreign ministries, finalized during the 2024 Russia-Africa ministerial conference in Sotchi, now serves as the foundation for ongoing diplomatic collaboration. Both nations actively coordinate positions on international platforms, particularly regarding United Nations Security Council reforms that directly impact African representation and interests.
During a May address, UN Secretary-General António Guterres underscored the urgent need for systemic reform: « Africa’s vast potential remains constrained by an unfair international system that must evolve to provide the continent with long-overdue voice, resources, and representation in global decision-making processes. »
Security and educational cooperation take center stage
Chad‘s leadership in regional conflict resolution and peacekeeping facilitation has earned recognition from Russia, which supports N’Djaména’s initiatives within the African Union. The recent admission of six Chadian police officers into a Russian Interior Ministry training program on UN peacekeeping operations demonstrates the practical dimensions of this cooperation.
Both countries advocate for enhanced regional security mechanisms in Central Africa and the Sahel, prioritizing the interests of local states. Russia particularly commends Chad‘s leadership in AU efforts to diversify regional payment systems and explore alternatives to the CFA franc.
Academic exchanges flourish with expanded opportunities
The educational sphere remains a cornerstone of Russian-Chadian relations, with Chad currently holding one of the highest national quotas for Russian university scholarships at 360 positions annually. The Russian « Professionalization » initiative, which creates specialized training hubs for international students, has opened new avenues for Chadian youth pursuing vocational education.
Ongoing negotiations aim to optimize the recruitment system for Chadian students in Russia, potentially increasing the national quota while ensuring better alignment with Chad‘s development priorities. This mutually beneficial cooperation reflects the equal respect and shared benefits underpinning the partnership between the two nations.
The celebrations marking Russia Day, commemorating the 1990 democratic transition in Russian history, were attended by senior Chadian officials including the Secretary-General of the Ministry of Foreign Affairs, African Integration, and Chadians Abroad, alongside various diplomatic representatives and local authorities.
