Bénin deputies gather for critical Friday session on two urgent bills

Members of the 10th legislature of the Bénin National Assembly are set to convene this Friday at the Palais des Gouverneurs for a high-stakes parliamentary session. The meeting, presided over by President Joseph Djogbénou, will focus exclusively on two government bills submitted for urgent consideration.

Two pivotal bills on the agenda

The legislative body will deliberate on a supplementary budget bill for 2026 and a reform proposal to restructure the mandate and operations of the Office of the Ombudsman. Both texts have been fast-tracked through parliamentary procedures to align with the incoming administration’s strategic priorities under the leadership of Romuald Wadagni.

Budget overhaul with social focus

The supplementary budget increases total state expenditure from 3.78 trillion to 4.09 trillion FCFA, representing an 8% rise. Despite this expansion, the macroeconomic framework remains unchanged with projected growth sustained at 7.5%. Personnel costs have been reduced by 9.8% through administrative streamlining that preserves planned recruitments and essential service procurement.

The revised budget channels additional resources into critical social sectors:

• Education: Free secondary school tuition for girls beginning the 2026-2027 academic year, alongside expanded school feeding programs and new storage facilities for school canteens.
• Health: Increased funding for hospital construction, rehabilitation of health centers, and accelerated operationalization of the International Hospital in Calavi.
• Social protection: Expansion of water access in schools and health centers, enhanced nutrition programs for infants, and mandatory health insurance coverage.
• Urban safety: Deployment of video surveillance systems in major urban centers to bolster public security.

Economic resilience measures

In response to global price volatility affecting essential goods, the government has earmarked additional subsidies for agricultural inputs. This initiative aims to boost farm productivity and reinforce national food security.
