Boko Haram factions in Nigeria deploy AI for tactical and logistical operations

Recent investigations reveal that factions of the notorious armed group Boko Haram in Northeast Nigeria have begun integrating publicly available artificial intelligence tools into their operational strategies. This development marks a significant shift from traditional propaganda-focused applications to more sophisticated military and logistical uses.

AI integration beyond propaganda

Contrary to earlier assumptions that AI tools were primarily used for creating propaganda materials, research indicates that these factions—particularly the Islamic State’s West Africa Province (ISWAP) and Jama’atu Ahlis Sunna Lidda’awati wal-Jihad (JAS)—are employing AI for far more critical functions. Former members, including mid-level commanders and technical specialists, disclosed in interviews that these systems are now being used to:

  • Plan and coordinate attacks by analyzing terrain, timing, and enemy movements
  • Solve complex logistical challenges, including supply chain management and troop movements
  • Analyze failed operations to identify weaknesses and improve future tactics
  • Troubleshoot technical issues with captured military equipment or improvised weapons
  • Design explosive devices and enhance operational security measures

The study highlights that while AI accelerates access to technical knowledge—turning weeks-long research into minutes-long queries—it does not guarantee error-free results. Operatives frequently bypass platform restrictions by reformulating queries or switching between services like ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek.

Structured AI units trained by Daesh affiliates

What began as individual experimentation has evolved into a more organized system. ISWAP has reportedly established specialized AI units staffed with members trained in engineering, armaments, explosives, and strategic planning. These cells act as hubs where frontline fighters submit questions, which are then processed by AI systems before responses are relayed back to operational teams.

Access to these tools is strictly controlled, with only vetted members permitted to use dedicated computers, accounts, and subscriptions. This compartmentalization aims to prevent leaks, surveillance, or unauthorized use. The initiative is said to have received direct support from Daesh-affiliated instructors, who provided hands-on training, distributed hardware (including laptops and encryption tools), and facilitated access to premium AI services.

Critical questions about AI’s role in asymmetric warfare

The Cambridge University study, led by researcher Antonia Juelich, underscores both the adaptability of armed groups and the challenges faced by security forces. While AI has lowered technical barriers for groups with limited resources, its misuse raises urgent questions:

  • How can technology providers distinguish between legitimate and malicious use cases?
  • What safeguards can prevent AI from enabling more sophisticated attacks?
  • How should governments and security agencies adapt their monitoring strategies to counter organized, tech-savvy adversaries?

The report calls for enhanced collaboration among developers, policymakers, and security agencies to strengthen AI governance. It warns that current protections, designed primarily for individual users, may be inadequate against structured organizations capable of refining and disseminating dangerous knowledge.

As Boko Haram factions continue to invest in AI infrastructure and training, the study concludes that the focus must shift from whether such tools will be used to how effectively their misuse can be mitigated in an increasingly digital conflict landscape.
