Côte d’Ivoire unveils long-term territorial planning framework to 2045

This week in Abidjan, Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, led a pivotal national workshop to validate the study for Côte d’Ivoire’s National Territorial Planning Framework (SNAT CI-2045). The gathering brought together officials from government institutions, prefectural bodies, local governments, technical and financial partners, public administrations, private sector representatives, civil society organizations, academia, experts, and media professionals.

The event marks a critical milestone toward finalizing the country’s first-ever national territorial planning reference document. Once adopted, the SNAT CI-2045 will serve as a guiding framework for public and private investment decisions, enhancing the effectiveness of government actions and fostering balanced regional development across the nation.

Under the leadership of His Excellency President Alassane Ouattara, the Ivorian Government continues to strengthen its strategic planning toolkit to support the country’s ongoing economic, social, and environmental transformations. Central to this effort is territorial planning—a cornerstone strategy that ensures investments are more evenly distributed, regional assets are fully leveraged, and development policies are better aligned nationwide.

As the long-term spatial development blueprint, the SNAT CI-2045 will define where public and private investments are best located, harmonize state interventions with local governance, and assign unique developmental roles to every region. This structured approach guarantees that every territory contributes meaningfully to national progress.

Dr. Souleymane DIARRASSOUBA emphasized the framework’s role in shaping Côte d’Ivoire’s future: “The National Development Plan (NDP) 2026–2030 sets medium-term priorities and investments to drive national growth. The SNAT CI-2045 translates these goals into a territorial vision, anchoring them in long-term strategy. Together, these documents form a cohesive public policy framework across the entire country. Our mission, as the Ministry responsible for Territorial Planning and Regional Development, is to ensure every region plays its rightful part in the nation’s development.”

The validated orientations stem from a rigorous, multi-scale, and participatory process. They are grounded in a comprehensive national territorial diagnosis and address key challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, improving local governance, safeguarding natural resources, and reinforcing regional integration.

The SNAT CI-2045 envisions a Côte d’Ivoire of resilient, competitive, and prosperous territories. It is structured around five strategic pillars: equitable regional development, efficient urban and rural networks, strengthened territorial governance, a high-performance and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be presented to the Government for approval before being submitted to Parliament for the adoption of the National Territorial Planning Law. This will establish Côte d’Ivoire’s first national territorial planning reference, guiding state action by directing investments to areas where they will have the greatest impact—ensuring a more balanced and inclusive national development trajectory.
