ISHR, in partnership with national defender coalitions across Mali, Côte d’Ivoire, Burkina Faso, Sierra Leone, and Niger, has unveiled a comprehensive collection of best practices. This resource aims to bolster the protection of human rights defenders and sustain their crucial work amidst periods of crisis.

The global implementation of restrictive measures and other directives designed to curb the spread of COVID-19 significantly altered the operational landscape for human rights defenders (HRDs). Beyond the daily challenges they routinely face, the pandemic response by numerous African states contributed to a further contraction of civic and democratic space, already structurally constrained in the region. Within such environments, especially during times of crisis, ensuring HRDs retain access to their vital work and advocacy efforts becomes paramount.

This particular study endeavors to present a thorough analysis of how COVID-19’s restrictive measures impacted the fundamental rights and freedoms of human rights defenders in Burkina Faso, Côte d’Ivoire, Mali, Niger, and Sierra Leone. It meticulously documents the innovative strategies devised and implemented by civil society organizations to maintain their operations despite coercive directives. Furthermore, it highlights the constructive efforts and contributions from states and other stakeholders that facilitated this continuity. This publication also offers a comprehensive set of recommendations aimed at enhancing the safeguarding of human rights defenders and preserving civic space during periods of crisis.

Ultimately, this research serves as a critical advocacy instrument. It is designed to engage national, regional, and international human rights mechanisms, advocating against the misuse of coercive measures during crises and ensuring the consistent protection of human rights defenders at all times.
