A significant reform has recently been implemented within Senegal’s legislative branch. The National Assembly officially inaugurated the Public Policy Evaluation Committee (CEPP) on Friday, August 26, 2026. This new body fulfills a crucial promise from the 2016 constitutional revision, marking a pivotal moment for transparency and robust governance across the nation.

The CEPP is far more than just another parliamentary committee. Its core mission is to meticulously analyze the tangible impact of state investments on the daily lives of Senegalese citizens. This institution is designed to structure, conduct, and monitor the evaluation of all public policies. Through its work, parliamentarians will gain the capacity to ensure that public money is deployed both effectively and transparently.

No longer will lawmakers simply vote on legislation; they will now possess a dedicated technical arm to assess the actual effectiveness of government actions. To guarantee its legitimacy and broad representation, the CEPP incorporates key figures from across the National Assembly. Its composition reflects all political viewpoints within the legislative body, including the President of the National Assembly, the presidents of all parliamentary groups, the chairs of the 14 permanent commissions, the representative for non-registered deputies, and nine additional deputies selected proportionally to the political forces present.

This carefully constructed framework ensures a democratic balance, integrating both the majority and opposition into the critical process of scrutinizing public administration.

Ousmane Sonko assumes leadership of the bureau

During its inaugural session, the CEPP’s bureau was elected to guide the committee’s initial undertakings. As anticipated, the presidency was entrusted to Ousmane Sonko, who currently serves as the President of the National Assembly. His leadership will be indispensable in endowing the committee with the necessary authority to engage effectively with the Executive branch.

He will be supported by Mohamed Sall, who was elected as the first vice-president, and Djimo Souaré, appointed as the second vice-president. The administrative oversight and report drafting responsibilities will be managed by Béatrice Germaine Faye and Adama Diallo, serving as the first and second secretaries, respectively.

This election ushers in a new era for Senegalese parliamentarism. The CEPP is expected to swiftly establish its operational agenda. Citizens will undoubtedly anticipate the first evaluation reports on vital sectors such as health, education, and the economy.
