Diplomatic relations between Togo and Luxembourg have reached new heights following a high-level visit to Lomé. The meeting brought together Robert Dussey, Togo’s Minister of Foreign Affairs, and Xavier Bettel, Deputy Prime Minister and Foreign Minister of Luxembourg, along with Cina Lawson, Togo’s Minister of Digital Transition and Telecommunications.
Strengthening a time-honored partnership
This official visit marks the second visit by Xavier Bettel to Lomé in just two years, underscoring the robust and evolving nature of bilateral ties since their establishment on 7 March 1972. The discussions reaffirmed the shared commitment to deepen collaboration across multiple sectors.
A key outcome of the meeting was the agreement to establish a formal framework for regular political consultations. This will be formalized through an upcoming protocol, ensuring sustained dialogue and coordinated action between the two nations.
Three groundbreaking agreements to drive Togo’s progress
The visit culminated in the signing of three pivotal agreements designed to advance Togo’s environmental, digital, and cybersecurity agendas:

INCLURE Environmental Financing Agreement: A landmark initiative aimed at enhancing ecological sustainability and climate resilience in Togo.

Indicative Cooperation Program (PIC Togo-Luxembourg): A structured roadmap to guide long-term development assistance and bilateral cooperation efforts.

Togocyber+ Cybersecurity Program: A national initiative to bolster digital security, with technical support from LuxDev, the Luxembourg Development Cooperation Agency. The program will be led by Cina Lawson as part of Togo’s broader digital transition strategy.
