Libreville city hall records surplus in 2025 administrative account

Institutional stability appears to be returning to the capital’s municipal government. During a recent gathering at the Jean-Félix Lassy hall, city councilors convened for an ordinary session to evaluate and approve the administrative and management accounts for the 2025 fiscal year. This meeting, held in the presence of Marie-Françoise Dikoumba, the Governor of Estuaire province, occurred at a significant crossroads for the local administration.

The municipal landscape underwent a major shift last April when a majority of councilors rejected the 2026 preliminary budget. This political deadlock resulted in the departure of the executive team led by Pierre Matthieu Obame Etoughe and the subsequent appointment of a new leadership team headed by Eugène Mba. Now operating in a more harmonious environment, the elected officials have resumed their institutional responsibilities as dictated by decentralization laws, which require the previous year’s financial records to be reviewed during the first session of the new year.

In his opening remarks, Mayor Eugène Mba explained that the administrative account is the essential document tracking all budgetary transactions executed throughout the year. It serves as a tool to measure projected figures against actual revenue collection and total expenditures.

For the 2025 fiscal period, the budget—originally established at 25.623 billion CFA francs and later supplemented by an additional 500 million CFA francs—yielded a positive management outcome. Financial reports presented to the council indicate a surplus of 1.311 billion CFA francs. While Eugène Mba noted that he was not at the helm of the city during that specific year, he cited the principle of continuity in public service as the reason for presenting these financial results to the municipal council.

He further encouraged the councilors to review the documentation with a sense of duty and objectivity. Beyond the financial votes, the session also focused on a proposal regarding the Mindoubé commercial complex. Local authorities view this project as a vital engine for economic development and a way to diversify the municipality’s financial resources.
