Senegal and France strengthen ties with renewed partnership vision

During a recent address marking the French National Day, Senegalese Minister Me Moussa Sarr underscored the depth of the enduring bond between Dakar and Paris. He described the Franco-Senegalese relationship as “historically rich, multidimensional, and deeply rooted in shared human, cultural, economic, scientific, and academic ties.”

However, he emphasized that the partnership is now entering a new phase, one shaped by a “demanding, clear-sighted, and constructive dialogue” aimed at aligning cooperation with the evolving aspirations of both nations and the shifting regional and global landscape.

The minister outlined the core principles guiding this renewed vision: respect for state sovereignty, mutual trust, active listening, equal partnership, and the pursuit of shared benefits.

The minister highlighted several strategic areas where collaboration will intensify, including:

  • education and vocational training – with special recognition for initiatives in higher education and professional development
  • health and infrastructure – including sanitation, territorial development, and transport
  • agriculture, energy, and research & innovation – areas critical to sustainable growth
  • decentralized cooperation – strengthened through initiatives like the Program to Support Development Solidarity Initiatives, which mobilizes the Senegalese diaspora

France remains the top destination for Senegalese students abroad, a fact the minister acknowledged with gratitude. He also extended Senegal’s appreciation to the French government for its support in organizing the 2026 Youth Olympic Games, particularly in logistics, security, and emergency response.

In a sensitive but forward-looking tone, the minister reported “positive progress” in discussions on archival access and declassification, as well as joint training programs for archivists and heritage professionals. He also mentioned French expert involvement in archaeological excavations at historical sites, though specific locations were not disclosed.

The speech also touched on pressing international issues, including security, climate change, energy transition, food sovereignty, global economic governance, migration, peace, and stability. Minister Sarr stressed the need for “a renewed multilateralism” and balanced partnerships to address these challenges effectively. He praised the quality of high-level exchanges between the two countries and announced upcoming bilateral meetings—including intergovernmental seminars—to define future priorities in the partnership.
