Senegal assembly to review critical laws and probe financial irregularities

The National Assembly of Senegal has officially announced a special session scheduled for Monday, August 10, 2026, convened by President Ousmane Sonko. The session, set to begin at 10:00 AM, follows a formal decree (Reference No. 192) issued by the Assembly’s bureau, aligning with constitutional and internal regulations.

The agenda includes the examination of five key legislative texts: three draft laws and two proposed laws. Among the drafts are the Labor Code (Bill No. 15/2026), the Social Security Code (Bill No. 16/2026), and the Critical Information Infrastructure and Digital Security Bill (Bill No. 25/2026). The proposed laws include amendments to Article 37 of the Constitution (Bill No. 33/2026) and a legal framework for special credit regimes (Bill No. 34/2026).

Parliamentary probes into financial and governance concerns

The session’s agenda also includes the ratification of six parliamentary inquiry commissions, targeting areas of significant public interest and alleged mismanagement. These commissions will investigate:

• Severe irregularities in land management and maritime public domain allocations;
• Suspicious transfers of state-owned buildings to private entities;
• Government use of financial mechanisms like TRS (Taux de Rendement des Titres de Créances Négociables);
• Irregularities in procurement and execution of the ‘One Student, One Laptop’ program by the Ministry of Higher Education, Research, and Innovation, with an estimated cumulative expenditure of 48 billion CFA francs since 2017;
• Revenue losses and tax exemption management;
• Conditions surrounding the issuance and renewal of fishing licenses.

According to Article 3 of the decree, the extraordinary session will conclude once the agenda is fully addressed, with no scope for modifications once proceedings begin, as stipulated by the Assembly’s internal regulations.
