Bénin’s institutional framework is on the cusp of a profound transformation. The inaugural members of Bénin’s first-ever Senate convened in a closed-door session on Friday, July 24th, at the Sofitel Hôtel in Cotonou. For nearly two hours, discussions centered on finalizing procedural and logistical arrangements ahead of the official installation ceremony, which is scheduled for Thursday, July 30th, at the Palais des Gouverneurs in Porto-Novo.

Ensuring chamber autonomy for a balanced government

In the absence of the eldest member, former President Nicéphore Dieudonné Soglo, it was former bâtonnier Me Robert Dossou who presided over this initial working session. The esteemed legal professional underscored a fundamental principle guiding the establishment of this new upper chamber:

« The chamber itself is responsible for preparing its own installation, upholding the principle of separation of powers. It would be inappropriate for the Executive to orchestrate our inauguration, » Me Robert Dossou emphasized.

To ensure a perfectly structured and organized official start on July 30th, the senators agreed to hold several consultative meetings in the coming days.

A powerful visual: Talon and Boni Yayi among 23 senators

Of the 25 individuals designated to form this new institution, a direct outcome of recent constitutional revisions, 23 senators were in attendance.

The gathering was particularly noteworthy for a powerful and symbolic image: the joint presence of former Presidents of the Republic, Patrice Talon and Thomas Boni Yayi, seated side-by-side. They were joined by other prominent figures from Bénin’s political and parliamentary landscape.

Only two absences were recorded: that of the eldest member, Nicéphore Soglo (who had initiated the convocation), and former Minister Sacca Lafia.

Setting sights on July 30th in Porto-Novo

The establishment of the Senate, a direct result of recent constitutional reforms, signifies the concrete arrival of bicameralism in Bénin. From July 30th onwards, this new chamber, poised to play a pivotal role in the legislative architecture of the Vᵉ Republic, will officially commence its duties in the political capital. This marks a significant stride forward for Bénin’s democratic development.
