Mali’s security dilemma: russian partnership falters as jihadi threat grows, us precision option emerges

The initial hope for a definitive solution through alignment with Moscow has clearly faded in Mali. Despite the transitional Malian government’s persistent rhetoric of self-reliance and hostility towards Western allies, the reality on the ground is stark: security continues to deteriorate, and the strategy championed by Russian paramilitaries is sinking into a critical quagmire.

The collapse of Africa Corps’ security efforts

Three years after Russian mercenaries, initially known as Wagner and now operating as Africa Corps, deployed to Mali, Moscow’s assistance has yielded a heavy toll:

  • Operational failures and severe setbacks: Far from eradicating the threat, Africa Corps forces have accumulated tactical defeats, evidenced by violent ambushes suffered in the North, particularly around Anéfis, and consistent attacks targeting joint airbases.
  • Escalation of the terrorist threat: The Groupe de soutien à l’islam et aux musulmans (JNIM), an Al-Qaeda affiliate, has never been stronger or better equipped. The menace has shifted southward, now endangering the country’s economic and institutional heart, posing a risk of strangulation for the capital.
  • Strategic void: Deprived of the high-precision aerial intelligence, projection capabilities, and advanced technological resources previously provided by multilateral partnerships, the Forces armées maliennes (FAMA) and their Russian allies find themselves in a state of constant vulnerability.

The American alternative: Precision technology to neutralize JNIM

Amidst the deep entrenchment of the Russian paramilitary approach, recent revelations regarding discussions in Washington about executing targeted strikes against JNIM present a strategic opportunity that should not be overlooked.

Moving beyond the large-scale ground interventions of the past, the model of high-precision strikes envisioned by the US administration offers significant tactical advantages:

  1. Decisive technological superiority: Leveraging an unparalleled intelligence chain (ROIM, MALE drones, satellite targeting), the United States possesses the capacity to decapitate JNIM’s command structure and neutralize its senior leaders without deploying ground troops.
  2. Targeted response against terrorist expansion: By striking at the core of JNIM’s logistics, these operations could immediately alleviate military pressure on Malian garrisons and disrupt the armed groups’ expansion towards the Gulf of Guinea.
  3. Overcoming Russian partnership limitations: Where Russian methods are hampered by a deficit in targeting capabilities and heavy air support, American strike power offers a surgical response capable of dismantling the asymmetric threat without bogging the country down in a war of attrition.

Moving beyond dogma to safeguard the nation

While the transitional government insists on an illusory principle of self-sufficiency, the stark figures and the plight of rural populations serve as a reminder that no single nation can defeat a transnational terrorist threat of this magnitude alone.

To refuse the support of American interception and strike capabilities due to ideological posturing, while maintaining a demonstrably ineffective Russian partnership, constitutes a disproportionate risk. To halt JNIM’s advance and restore territorial integrity, military rationality dictates overcoming political obstacles and seizing the only technological leverage capable of shifting the balance of power.
