The Senegalese Primature, the office of the Prime Minister, has undergone a significant organizational overhaul following a leadership transition in May 2026. Ousmane Sonko, who served as Prime Minister since November 2025, was succeeded by Al Aminou Lô, initiating a strategic redistribution of various state structures and responsibilities.
These latest adjustments are formalized under decree n°2025-1431, which delineates the allocation of state services and the oversight of public establishments, national companies, and public-private partnerships across the Presidency, the Primature, and various ministries.
Ousmane Sonko’s administrative reforms
During his tenure at the Primature, Ousmane Sonko implemented measures to strengthen the internal organization of departments under his direct authority.
Specifically, decree n°2025-1929, issued on November 27, 2025, established several new entities designed to bolster governmental action. These included the Unit for Reform Orientation and Monitoring, the Inspectorate of Services, the Committee for the Orientation and Monitoring of Asset Valorization and Recycling Initiatives, and the Procurement Commission.
Within the General Secretariat of the Government, new bodies also emerged, such as a Unit for the Preparation of the Council of Ministers and Monitoring of Institutional Files, alongside the National Commission for Access to Information.
New departmental alignments under Al Aminou Lô
With the appointment of Al Aminou Lô, the Primature’s structure has been recalibrated. His cabinet has been notably reinforced by integrating the Technical Secretariat of the National Committee for Monitoring Local Content, which previously operated under the Ministry of Petroleum and Mines.
Simultaneously, several entities have transitioned from the Primature’s direct oversight to other ministerial departments.
A prime example is the General Directorate of National Civic Service and Volunteering, which now falls under the purview of the Ministry of Youth and Sports.
BIC-Gouv transferred to Communication Ministry
Another significant shift involves the Government Information and Communication Office (BIC-Gouv), which has been transferred to the Ministry of Communication and Relations with Institutions.
This agency, formerly led by journalist Mame Gor Ngom, thus departs from its previous direct attachment to the Primature.
The National Observatory of Places of Deprivation of Liberty also experiences a change in ministerial oversight, now reporting to the Ministry of Justice.
Abolition of Government Spokesperson Secretary of State role
The new governmental configuration also marks the discontinuation of the position of “Secretary of State to the Prime Minister, responsible for Relations with Institutions and Government Spokesperson.”
The President of the Republic has instead entrusted these responsibilities to a full minister dedicated to Communication and Relations with Institutions, who also assumes the vital role of Government Spokesperson.
These comprehensive reconfigurations reflect a clear intention to streamline administrative responsibilities and clarify the distinct missions between the Primature and the various ministries across Senegal.
